Preface
To standardize the buyer certification management of the Sinoali B2B Foreign Trade Steel Platform (hereinafter referred to as the "Platform"), ensure the authenticity and legality of buyer identities, protect the legitimate rights and interests of both buyers and sellers, maintain a safe and orderly trading environment on the Platform, and promote the healthy development of cross-border steel trade, these rules are formulated in accordance with relevant national laws, regulations and the Platform's relevant operating rules.
These rules apply to all buyers who apply for certification on the Platform and carry out steel purchasing business. By submitting a certification application, the buyer is deemed to have fully read, understood and voluntarily abided by all the provisions of these rules, and voluntarily provided true, legal and complete certification materials.
I. Certification Purpose and Significance
1. The purpose of buyer certification is to verify the authenticity of the buyer's identity, the legality of purchasing qualifications, and the authenticity of purchasing needs, so as to reduce transaction risks, avoid irregular behaviors such as false transactions and malicious fraud, and create a safe and reliable trading environment for both buyers and sellers.
2. Certified buyers can enjoy corresponding platform rights and interests, including but not limited to priority matching with high-quality suppliers, access to more accurate product quotes, use of platform transaction guarantee services, and priority handling of transaction disputes, thereby improving purchasing efficiency and transaction security.
II. Certification Types and Levels
The Platform's buyer certification is divided into two levels: Basic Certification and Advanced Certification. Buyers can choose the application type according to their own business needs.
(I) Basic Certification
- Positioning: A necessary basic certification for buyers to carry out normal purchasing activities, mainly verifying the buyer's basic identity information.
- Rights after passing: Complete regular platform registration, issue inquiries, negotiate with suppliers, sign basic transaction contracts, and use basic services provided by the Platform.
(II) Advanced Certification
- Positioning: An advanced high-level certification that further verifies the buyer's purchasing capacity, credit status and performance records on the basis of Basic Certification.
- Rights after passing: In addition to all the rights of Basic Certification, it also includes:
1. Priority matching and key docking with high-quality certified suppliers;
2. Exclusive purchasing consultant services, obtaining customized industry reports and source information;
3. Advanced risk control services such as platform transaction guarantee and credit guarantee;
4. Priority intervention in handling transaction disputes to shorten the processing cycle;
5. Higher purchasing limit authority and more flexible opportunities to negotiate payment terms.

III. Certification Application Conditions
1. Have completed platform registration, have a valid and normally functioning platform account, and the account information is true, complete and consistent with the actual situation.
2. Have the legal qualification to engage in steel purchasing business, and the relevant certification materials are true, legal, valid and complete.
3. Have no bad credit records on the Platform or other mainstream trading platforms, and have not engaged in irregular behaviors such as false purchasing, malicious complaints and fund default.
4. Voluntarily accept the Platform's certification review and relevant management rules, actively cooperate with the review work, and supplement materials as required.
IV. Certification Materials Requirements
(I) Basic Certification Materials (Required)
All buyers applying for certification must submit the following materials:
1. Business License: A clear, unobstructed and valid color scan or photo, with the business scope including steel/metal materials-related business.
2. Legal Representative/Operator's Identity Certificate: Clear scans/photos of the front and back of the ID card, with the name and number consistent with the business license.
3. Contact Information: Real name, mobile phone number, email address, and company landline (if any), used for platform review and business contact.
4. Power of Attorney (if applicable): If the handler is not the legal representative/operator, an official power of attorney signed and sealed by the legal representative/operator is required, specifying the scope and term of authorization.
(II) Advanced Certification Materials (Optional, Recommended to Submit)
On the basis of basic certification materials, the following additional materials can be submitted to improve the certification level and review efficiency:
1. Proof of Purchasing Capacity: Steel purchasing contracts, purchase orders, payment vouchers, import declarations, etc., in the recent 6-12 months, to prove the actual purchasing scale and performance capacity.
2. Credit Proof: Enterprise credit report issued by a formal credit agency, bank credit certificate, or official statement of no bad credit records.
3. Trade Qualification Certificate: Import and export right certificate, foreign trade operator registration form, relevant industry licenses, etc. (if any).
4. Other Materials: Relevant certification documents required by the Platform according to the buyer's industry attributes and purchasing scale.
(III) Material Specification Requirements
1. All materials shall be clear and distinguishable electronic versions (scans/photos), without blurriness, distortion or occlusion, and the format shall support JPG, PNG and PDF.
2. Materials must be true and original, and shall not be forged, photoshopped or tampered with. Materials not in Chinese or English shall be accompanied by a formal translation (with translation seal/translator's signature).
3. The validity period of key documents such as business license and identity certificate shall be more than 3 months; expired materials will not be approved.
V. Certification Process
(I) Application Submission
1. The buyer logs in to the platform account and enters the "Buyer Certification" section.
2. Select the certification type (Basic Certification/Advanced Certification), truthfully fill in the enterprise/entity information and contact information.
3. Upload the corresponding certification materials as guided, and submit the review application after confirmation.
(II) Review Process
1. Preliminary Review (1-3 working days): The Platform conducts a preliminary review on the completeness and format standardization of the materials. If the materials are missing or non-standard, the Platform will notify the buyer to supplement and correct them within the specified time limit through in-site message/email.
2. Formal Review (3-7 working days): After passing the preliminary review, the Platform conducts in-depth verification on the authenticity and legality of the materials, and may verify the relevant information through telephone, email, industrial and commercial system online verification and other methods if necessary.
3. Result Notification: After the review is completed, the Platform will synchronize the certification result through in-site message, short message and email. - Certification Passed: The account will be automatically marked with the corresponding certification mark, and the corresponding rights and interests will be activated. - Certification Failed: Clearly inform the buyer of the reasons for rejection and rectification suggestions; the buyer can reapply after correction.
(III) Re-application Rules
1. Buyers who fail the certification can supplement and improve the materials and reapply after rectification, with a maximum of 3 applications within 30 days.
2. If the re-application still fails 3 times, the application can be submitted again after 30 days.
VI. Rights and Obligations of Certified Entities
(I) Rights of Certified Buyers
1. Basic Certified Buyers: Enjoy basic purchasing rights on the Platform, including issuing inquiries, docking with suppliers, signing transaction contracts, and using basic services.
2. Advanced Certified Buyers: Enjoy all the rights of advanced certification, and give priority to obtaining high-quality resources, exclusive services and advanced risk control guarantees.
(II) Obligations of Certified Buyers
1. Ensure that the submitted certification materials are true, legal and valid, and shall not provide false, forged or expired materials.
2. When there is a change in enterprise/entity information (such as business scope, legal person, contact person, contact information, etc.), update it on the Platform within 3 working days and submit the change materials for review.
3. Conduct purchasing activities in good faith, and strictly prohibit irregular behaviors such as false purchasing, malicious price undercutting, malicious complaints and malicious default on payment.
4. During the validity period of certification, actively cooperate with the Platform's regular review and information verification work, and supplement materials as required.
VII. Certification Validity and Renewal
1. Basic Certification: Valid for 1 year, calculated from the date of passing the certification.
2. Advanced Certification: Valid for 2 years, calculated from the date of passing the certification.
3. Renewal Reminder: The Platform will send a renewal reminder to the buyer 30 days before the expiration of the certification.
4. Renewal Process: The buyer shall submit the renewal application and updated certification materials before the expiration of the certification; if the renewal review is passed, the validity period of the certification will be extended; if the renewal application is not submitted within the time limit or the renewal review fails, the certification mark will be automatically invalidated, and the relevant rights and interests will be terminated.
VIII. Certification Cancellation and Violation Handling
1. Voluntary Cancellation: Buyers can apply to the Platform for voluntary cancellation of certification at any time. After verification and confirmation by the Platform, the certification mark will be cancelled, the relevant rights and interests will be terminated simultaneously, and the submitted application materials will not be returned.
2. Circumstances for Forced Cancellation: If the buyer has any of the following situations, the Platform has the right to cancel its certification qualification, revoke the certification mark, and restrict its platform operation rights; if losses are caused to the Platform, sellers or other third parties, the buyer shall bear corresponding compensation liabilities:
(1) Providing false, forged or tampered certification materials;
(2) Failing to update relevant information in a timely manner after the change of enterprise/entity information, which affects transaction safety or platform review;
(3) Engaging in serious irregular behaviors such as false purchasing, malicious fraud, malicious default and malicious complaints on the Platform;
(4) Refusing to cooperate with the Platform's certification review and information verification work;
(5) Violating relevant national laws, regulations and platform rules, which has an adverse impact on the platform's trading environment.
IX. Supplementary Provisions
1. These rules shall be interpreted by the Platform operator. The Platform has the right to revise these rules according to industry development, policy adjustments, technological upgrades and operational needs. After revision, it will be announced through the Platform's official channels and will take effect automatically after the announcement period expires.
2. If the buyer has any objection to the certification review result, they can submit an appeal application through the Platform's "Customer Service Center" and provide relevant supporting materials. The Platform will complete the re-review and reply within 3 working days.
3. Matters not covered by these rules shall be implemented in accordance with other relevant rules of the Platform and the laws and regulations of the country/region where the buyer is located.
4. These rules shall take effect from the date of issuance.
